Bettie Spencer (nee Tapscott), of Bowie, passed away on April 3. She was 78. Bettie served in various positions within the Washington and federal governments from 1960 to 2009. She is survived by her children, Robert D. Spencer III and Carren Spencer; her brothers, Willie Lee and Franklin Tapscott; and many grandchildren and great-grandchildren. She was predeceased by her husband Robert D. Spencer Jr; and parents Allen and Katie Tapscott.
