Judy and Howard Kramer of Rockville announce the engagement of their son, Justin, to Eva Davis, daughter of Scott Davis and the late Carolyn Raizes Davis of Houston. Justin is the grandson of Thelma and Arthur Finkelstein of Pittsburgh and the late Ruth and Donald Kramer of Baltimore. Eva is the granddaughter of Sonia Raizes and the late Harold Raizes and the late Florence and Isador Bob Davis of Houston. A March 2017 wedding in Texas is planned.
