Phyllis Rand (nee Kaminetzky), of Silver Spring, passed away on April 8. Devoted mother of Rachelle “Shelley” (Jeff Lowinger) and David (Suzanne) Rand. Beloved grandmother to Matthew Lowinger and Ellie Rand. Loving sister to Jerry (Gigi) Kaminetzky and Lee (Genia) Kaminetzky. Beloved aunt to many nieces and nephews.
