Elaine Simmel, of Rockville, passed away on Nov. 4. She was 82. Before retiring, “Noni” was an interior designer for 15 years. She is survived by her daughters, Tori (Bruce) Carchman and Dawn (L. Ray) Rachuba; seven grandchildren; and two great-grandchildren. Donations can be made to the American Cancer Society or the American Lung Association.
